Forbes ranking: Kings of the state order - 2016

The current procurement system in the Russian Federation is best illustrated by the Latin proverb: “What is forbidden to the bull is allowed to Jupiter.” It seems that the reforms of public procurement carried out for more than ten years are oriented towards full transparency and competitiveness. However, according to the Russian Forbes, some companies receive the largest state contracts regardless of the rules. And all in all, these “some companies” took orders worth more than a trillion rubles.

10. Alexander Lavlentsev

The rating is opened by the owner of IFKS ARKS, regularly receiving large contracts for construction in the capital and the Moscow region. Last year, he signed several contracts worth 35.9 billion rubles, for example, for the reconstruction of the A-101 highway and the construction of a transport interchange in Moscow.

9. Ivan Shabalov

The sole owner of Pipe Innovation Technologies once again circumvented the Federal Antimonopoly Service and became the main supplier for Gazprom of large diameter pipes worth 38.1 billion rubles.

8. Aras Agalarov

The Crocus International company, 100% of which is owned by Agalarov, in the past year received several juicy pieces from the hands of the Federal Road Agency and the Ministry of Sports - the construction of several facilities in Vladivostok, a stadium in Kaliningrad and the Central Ring Road in the Moscow region. The total amount of state orders amounted to 69.3 billion rubles.

7. Dmitry Pumpyansky

Pumpyansky owns a 49% stake in Ural Locomotives and almost 100% of the Sinara group of companies, which lives and thrives solely thanks to the government. For example, in 2015, bypassing the competition, Sinara received a contract for the construction of trains for Russian Railways (118.8 billion rubles), and also took up the reconstruction of the Yekaterinburg stadium (12.2 billion rubles).

6. Alexey Mordashov

Power Machines owned by this entrepreneur (individually) and Severstal (79% of the shares) received several fatty pieces from Rosatom in 2015 for a total amount of 122 billion rubles. Thus, Mordashov took sixth place in the ranking with an amount of 97.4 billion rubles.

5. Igor Rotenberg

The son of the person who won the first place in the rating is the sole owner of Gazpromburenie, Mosenergo, and Global Automation Systems. Fifth place went to him for the amount of small state contracts - for example, a contract for the construction of the Grozny thermal power plant (27.3 billion rubles), 49 tenders for the development of the Chayandinskoye field (the largest of which cost 39.3 billion rubles) and several orders in the field of information technology (340 million rubles) )

4. Kirill Shamalov

Shamalov was included in this rating solely thanks to the Napoleonic plans of Gazprom for the construction of the Power of Siberia gas pipeline. The construction of the Amur Gas Processing Plant alone will cost Gazprom 790.6 billion rubles. Although Shamalov’s share in NIPIgazopererabotka, which was obtained in a row, is relatively small - only 18.6%, it amounted to 148.8 billion rubles.

3. Gennady Timchenko

The total amount received by Timchenko without a state contract competition amounted to 161 billion rubles. It consists of a contract for the construction of a bridge across one of the Volga tributaries (12.3 billion rubles) and the same “Power of Siberia” and the Amur GPP.

2. Leonid Mikhelson

Michelson is a kind of public procurement outsider. The owner of a 43% stake in NIPIgazopererabotka got into it only this year thanks to the contract already known to the reader for the construction of the Amursky Plant (344.3 billion rubles).

1. Arkady Rotenberg

In 2015, he received state orders for a pleasant amount of 555.5 billion rubles and was in the lead by a significant margin. Including at the mercy of "Stroygazmontazh", which Rotenberg owns alone, was given the construction of the Crimean bridge (228.3 billion rubles) and the next part of the Power of Siberia gas pipeline (198 billion rubles). By the way, in an interview, Rottenberg said that the construction of the bridge was caused solely by his desire to support the country in difficult times. I would like to believe that all the initiatives of Russian citizens to support their native state in difficult times will be rewarded in the same way.
